my tires rub

So I have a 96 dx hatch, lowered on some k sport coilovers. I purchased some 15x6.5 with a 40 offset rims to rid the ugly 13" steelies. I had 195/60/15 tires put on as a temporary thing until I can afford the tires i want. Problem is the tires rub. So I raise the car about an inch in front, and the tires still rub. Is the problem in the offset, the rim to wide, or the car to low? Right now the fender/wheel gap is less than a finger, but I have seen people lower, that do not rub........Any insight would be helpful
i ran a 205/50 on some 15x7 volks with a 38 offset and i was pretty low.. right now i'm rolling on some ssr type x's 15x6.5 with a 42 offset... those have 195/55 tires on and still no rub.. i have like 2 degrees of camber though.. some good tires are 205/50, 195/55 or the best would be 195/50
