Can you be anymore vague? Also cars cant run off 3 rpms. Do you know how slow that is? Try atleast to idle at 700 rpm then the car will stay alive.

cel = check engine light.

you should get a timing light and make sure its right.

check engine light comes on in the guage cluster (orange). If you don't have it, get a timing light and check your timing. Your belt probably skipped a tooth.

you don't need to replace the belt unless the belt is old, or looks worn. If it jumped a tooth, your motor will run like crap. A timing light will tell you if its off or not.

No what you need to do is tell us what you did. Right ECU? Right wiring? Right parts? It wouldnt have hurt to have checked the timing on the engine before you put it in though. Hard to see where the cams are in relation to the cam with it all together. Might want to check and see if at least the cams are lined up with eachother.
