Default Help me troubleshoot

I have an ITR motor in my 94 Civic coupe.
I dont know much about the car since I bought it like this.
Chipped P28, Intake, Exhaust, everything stock.
When opening it up, the motor feels okay till about 4-5k.
Then the power gets flat the rest of the way and doesnt rev past 7k.
Its not like rev limiter bouncing off; it abruptly stops reving around 7k.
Is this kinda symptoms familiar to aynone?
I've driven a perfectly running H22 Accord so i know this car aint acting right at all.
What things should I check?
The more details the better.
TIA.

i have a similar issue going on with my b16 eg w/ stock p30. the car runs pretty well, and then at 7k it just stops pulling. it doesn't want to rev any higher.

i would start out by checking all the grounds, particularly the ecu ground on top of the trans. those damn computers do strange things when they're not grounded.

...and if i hold in the clutch, it seems that it could rev past 7k. (kinda nervous to rev much past 7k in case it's leaning out on the top)
