reprogramming OBDII?

i'm having cams..valve springs/retainers ...IM installed soon...on my 98 gsr...does anyone know how i can go about getting my vtec Xover changed (for the sk2 IM)...and my rev limiter raised also? i was thinkin along the lines of raising rev limit to 10K so i can put MSD ignition w ignition cut at like 9200 or 9500....on jun2 cams w portflow inners itr outers...any suggestions to get my ECU modded, w/o having to buy 200 dollar harnesses and new ecus?

first reprogramming your OBDII ecu is going to cost more then harness converter + OBDI ecu... your options are either getting a stock 97-8 ITR ecu (since you're going with the skunk2 manifold) but of course the redline isn't high enough so a solution would be vtec controller
next option vtec controller with GSR ecu
third option is get aftermarket JDM Spoon/Mugen/J's racing ecu
remeber for OBDII there is no cheap way unless you go with OBDI ECU...

I tried to get my OBDII reprogrammed, and not even JOTECH knew of anybody that would do it, so I got the OBDI and harness, and jun program instead, it is worth it, and instead of getting just the raised rev limiter, you also get a more effecient program.
...but of course the redline isn't high enough so a solution would be vtec controller...
Also the cost of going to OBD1 is cost of ecu($100-$200), cost of harness adaptor($200-$250), cost of reprogram OBD1 ecu($150-$200);
Reprogramming of OBD2 is $300-$400

Correct me if I`m wrong, but wouldn`t reprogramming the ECU make it impossible to pass emissions in the future, whereas a OBD1 chip with harness you could just yank off?
I dont think you will have a problem with reprogrammed ecu with passing smog, but if you are worried i am sure you can tell the programmer to leave the non-vtec fuel and ignition maps stock and only modify the vtec maps.
Most people who have their ecu reprogrammed have extensive mods such as cams that dont idle right(wont pass smog) and have the reprogrammed ecu correct it to a point were it will idle and pass smog test(maybe
