mods increase mph at rpm's?

Ok, i know my mods are minimall at best but...
my speedo has been broken for some time and will work on occasion. but lately (after mods have been done) it will work and it will say im going faster then i beleive
For example before when at 2000 rpm in fourth gear i was going 40, but now at same rpm it will say 47.
Is my speedo or v.s.s. just completely shot now or... did the mph acctually increase?

mods in sig, ecu is stock. only asking cause my speedo not working and i go by rpms to see how fast im going, dont exactly want a ticket.

the speed at any RPM is dependent on tranny ratios.change the tranny ratio and you will get a different speed at the same RPM.HP has no bearing on this.
tire diameter also affects this,but that doesn't reflect in your speedometer.

BUT,your speedo will still indicate the same speed at the same RPM,regardless of tire diameter.
your actual speed will change.
