Car wont start?Highbeam Light something to do with it?

Car wont start?Highbeam Light something to do with it?
Obd2a-Obd1...Non Vtec to Vtec conversion.This is in a 97 Hatch using a P28 ECU Y8block/Z6 Head.Symptoms are as follows:
Cluster Highbeam Light will only turn off when highbeams are truned on?
When attempting to crank the motor over the main relay clicks on and off very quickly.Sometimes it won't stop until key is pulled out of the ignition.Also while cranking the car over the speedo jumps sometimes reading up to 40km/hr.
The car started yesterday about 10 times and ran poorly only because of the base tune that it was running on.Now the vehicle will not start at all when trying to crank it over even though it started first try everytime yesterday.
The setup is a Y8 block/Z6 head into a 97 Civic Hatch,the car is converted to Obd1 and this year I added the Vtec Head as last year I ran Non-Vtec.
Nothing from last year in the harness was changed except the addition of the Vtec wires,the car ran fine and now for whatever reason isn't even starting as of today.Everything was fine yesterday with the car,it started no problem and ran decent,then today it won't even start?
The possible cause of the car not starting is the main relay clicking on and off at random speeds while trying to start the car?
Somebody please help,anyone with suggestions feel free to express them.

The codes we got were fixed,I only entered that into my description to stat that the ECU does function properly.
By the way the codes were 19(Auto Trans Solenoid) and 22(Vtec Pressure Switch).

Thats what were thinking since the car started fine before,it wasn't until the wiring harness was touched that the car won't start.We think that something must have shorted out but we haven't figured out exactly what and are running out of ideas.
