I think he's talking about Voltage Blue. I believe it was only available in LS between 00-01? kinda rare like SSBP.

hrm that sspb doesnt look like this one

 

They look different depending on the light, also way different when on a picture than in person.

 

Voltage Blue is closer to the Civic Si's Electron Blue Pearl (not exactly but it's a lighter color).

Supersonic Blue Pearl is closer to purple (hence why we called my friend's old SSBP GS-R "Barney" ).
