Default Turbo Leaking Oil

My turbo is leaking oil. I couldn't tell before but once we got the car up on a lift for an oil change, I noticed that it was covered in oil on the bottom of the turbo. The bottom of the air filter is also covered in oil. Do I need a new turbo?

No pic, exactly as described. There is no smoke after we tuned it. Before that, there was white smoke clouding out of the exhaust only during boost.

^^ yup! Before it was tuned on the dyno, it would puff out huge amounts of smoke during boost. It doesn't anymore. It only happens now if I'm driving down the highway in 5th gear and then drop it to 4th.
