CAR WORKING LEAN NEEd of help

hey few days ago i diagnosed my car(98 civic cx) since the engine check was on.
so the code that came out told me that it works lean. so i went out and changed the fuel filter. and after that i reset the computer.so the engine check was off for a day or two, then it went back on and the car hesitates just like before.
I was wondering if this has happend to anyone else who solved this problem before.

First thing I do is check the fuel pressure. If it's good I would monitor the o2 sensor voltage to see if it gets stuck at a low voltage when the engine is hesitating.

im gona do a fuel pressure check very soon i was gona drill a hole at the end of the fuel rail and mount on a guage to show me the PSI on rail. and then wait and see if the pressure drops.
