P30 emissions test.... i searched

I've got a B16 swapped into my 94 civic. It came with a chipped P30 ECU. Now i know that this ECU won't pass emissions at all. So here's the question. Will a virgin JDM ECU pass emissions or will only a virgin USDM P30 pass? Also, could i run a P28 and pass? I live in PA. thanx
why would the chipped ecu not pass?
anyways i dont know the legal issues in your state regarding emissions and swaps but here in california its a mess.
i would suggest just doing your regular stuff to get ready for a smog check like a tune up and ad all that stuff and throw in a bottle of "emission pass" in to your tank and burn it off and when you go to get smogged drive the hell out of your car to get it good and hot, a car that has been driven for about 30 minutes will give better results
