If you want to get tires to handle the grip of a high-horsepower application, concentrate on getting grippier tires (pick a grippy MODEL of tire), not on tire sizes. For example, you can get the Falken Azenis RT-615 in 205/50-15 and it will out-grip anything you're likely to get in a 225. Another good choice, and it comes in the 195/50-15 size (which is an even better match for your Civic) as well as 205/50-15, is the Hankook R-S2 Z212. Both of these tires are super-sticky compounds that will handle your power. They're both available from Discount Tire.
A narrower tire that is a supersticky compound will give you better grip than a wider tire that is not a supersticky compound.

Yeah, do like Mr. Ignorant and get a tire size that will rub on your fender wells, throw off the accuracy of your speedometer and odometer, and make your car accelerate slower. I see that he's happy to waste your money. Great advice.

but I'm looking at Yok A032R or Kuhmo V700 in 225... still think I should do 205?
I"m really looking for track floging rubber so I'm not to worried about the speedo, what about with a wheel spacer?

Yes, absolutely.

You will get great grip on the track with 205/50-15 R compound tires like these. That's what I'm using on the track for my Integra Type R. (I used to use the Yokohama A032R, but now use the Toyo RA-1, both in 205/50-15.)
I assume you're either not going to use these track tires on the street, or else you're already aware that they will wear very, very fast.

All a wheel spacer will do is change the offset (move the wheels outward from the car), which may help or hurt the rubbing, and also may mess up your suspension.
Just get the 205/50-15. It will be fine.

I agree somewhat here with shakedown94. If you're looking at the V700, its available in a 225/45-15 which is a good diameter for a Civic. However, a 225/50-15 is not too tall for a Civic with lots of power. I run the V710 in that size on Kodiak 15x8.5" wheels on my 89 Hatch, and the car is lowered about 2".
Sure I had to pound the crap out of the fenders to clear the tire, but it does not rub, and it sticks like glue.

ok 225/45 in kuhmo is 23 inches in diameter. that will work up front, but will it fit in the back? I'm not going to run 2 different sizes because then I can't rotate the tires.
