the hell did you just say???
Did you mean you TOOK a 98 ITR cluster and put it into your 94??? If so....did you also take the green film from the back of the 94 guage cluster and swap it over to the 98 one before you plugged it in??? If nothing else....since everything works other than the gas guage....it could be that one gauge that's faulty. But try swapping that green film first.

better go junkyard shopping then.....and hope you find one for cheap. Your only other alternatives are to go to ebay and pray you find one for a decent price or sell your arm, leg and left kidney to the black market and then go to the dealership
The reason why you need the green film off of your 94 cluster is because of how the wires are pinned into the plug end and wherever else it goes to. The 98 and up Integras are wired differently. You'll even get a hint of this when you compare a 98 and up gauge cluster to the 94-97s. The spots where ABS and stuff are located ( when they light up ) are in different spots.

You dont need the green circuit board, you can repin the wires that are incorrect on the harness plugs. I have done this before and it works fine. There are 4 wires you need to swap if I remember correctly. Just use a pick tool and repin the wires.
Good Luck.

yup, it's really easy. the pin you have to re-wire is b3 which is the fuel gauge and put it on the b1 slot. hope that helps

ok, there's 2 plugs. the one with the 16 pin connector is called "B" plug and the one with 13 pin connector is called a "D" plug. on the "B" plug, locate pin connector #3 and take that out using a small screwdriver(i used the screwdriver to repair reading glasses to take the pins out).
once you have taken out "B3" pin, you will then have to put in slot "B1". you are re-pinning this because on your usdm gsr cluster, the fuel gauge is on b3, and the itr cluster is on b1. hope that helps.
