Where does this part go???

http://www.hondaautomotivepart...ISTON. Does #13 behind the Crank Pulley go in front of or behind the timing cover??? What exactly does it do???

Put your timing cover on put washer 13 on, then put on the crank gear, then put on the other washer, then crank pulley and bolt.

So is it possible that this thing couldve fallen off with the timing cover installed???
