Default Wierd Starting problem?!?!?!?!

Hey guys I own a 1991 CRX Si. 100% stock except an intake and struts. Anyway it has a wierd problem when trying to start it when cold.

If you try to start it, it will crank for a good 7 - 9 seconds before starting. It stumbles like it wants to start while cranking but eventually it will start. This is regardless if you let the fuel pump prime or anything.

I have figured this out. If you just crank it like 2 - 3 times then stop, then go to start it, it will start right up no problem.

While warm it always starts up first thing the problem is only when cold.

Now how come when you just let it crank a little then start again it will fire right up?
What should I look into to fix this?

Thanks
