i did a search and came up w/ some stuff but not the info i was looking for. i was wondering if i could use itr outer and portflow inner valve springs w/ the bc4 cams. any help would be appreciatted. thanks.

I'd look into a different set of valve springs, I was originally running itr outers w/ portflow inners on my bc4s, but I swapped them out for eibach valve springs. According to my head porter, the bc4 lo-cam is pretty aggressive to be running on the itr-portflows, reason why I switched them.

rm gen 2 springs and retainers are another option. i'd upgrade to ti retainers for sure though.

if it could hold the vtec cam, how would it not be able to hold the non vtec cam? can you explain?

Who cares, the only people that can answer your question is Portflow. Ask them. Got used outer springs? Toss em.
