Default emissions question

FIrst off I live in California, so anyone who knows about California emissions laws would be of great help. Anyways, to my question. Would it be legal if I did a b16a2 (99-00 si) swap into my 96 ex, BAR'ed it and then put on a Greddy CARB legal turbo kit? Basically, can I turbo a swap? Thanks for the help.

Should be good since the turbo is CARB legal. If you have any questions why don't you stop by or call the South Western College smog ref? The guy that runs the place is cool. He fixed a couple things on my H22 EG swap to make help me pass. Good luck.
