OBD2 Car OBD2 Engine Convert to OBD1? H22 Wiring experts please Help!

OBD2 Car OBD2 Engine Convert to OBD1? H22 Wiring experts please Help!
I searched and have not had success with this particular problem.
My Car: 1998 Civic DX HB.
Motor: F20B DOHC VTEC OBDII
The guy installing my motor says that (since I live in Cali and the swap will technically never pass smog anyway) that it would be easier to wire the car and tune it if we converted it to OBDI.
Is all I need an OBDI computer and if so which one??
And then for the wiring conversion what companies do you reccomend?? (I see lots here always advertised on Honda-tech)
