Default slow starting and 3700rpm cut out, what the hell?

ive got an sir-II eg and i got done with class today went and started it and noticed it bogged really bad for a second after i reved it up, i continued to do that everytime, i turned it off to go check the oil and other dumb stuff and went to go turn it back on. the starter spun for like 4 seconds before it would start. i drove it down to autozone figuring maybe a new set of boshe plt2 would fix it but still the same. it also wouldn't go about 3700rpm for the life of it. it would try to bog at stop signs and i felt pretty cool. it idles just about perfect at 600 when warm. my car had also since like a week before started doing the rev up to 1500 and drop back and forth thing when its cold. I drove it to class this morning and it was fine. whats your guys opinion and how could i fix it?

im flashing codes 1,4,9,15,23
ive always flashed 1,23 (no knock, oops)
please help me, what do i need to check replace or anything

1=oxygen content (always there)
4=crank angle
9=no. 1 cylinder position
15=ignition output signal
23=knock sensor (always there)

please help im getting scared for my b, this all happened at once and i wasn't even rodding on it

**** no wonder your car ran like ****, you were in super shitty limp mode.

Rubbing? Could it be your tires rubbing your fender from being tucked?

no, i mean it sounds like the rotor is rubbing on the cap? it sounds like when you belts are loose or something. is that bad? on a scale of (na-focked)
