Default b16 high fluctuating idle

Having problems on my b16a. The idle sticks around 1800rpm when warm, and sometimes surges between 12-1800. If i tap the throttle it drops to 1k then goes right back up. I have cleaned the screen on the iacv and checked the fitv valve (was tight).

When i pull my charge pipe off, i hear a loud sucking noise. I put my finger over th bottom fitv hole and the idle varies a tad. When i put it over the top iacv hole it drops really low ( ~600rpm) and the sucking noise goes away. Finger over both and it dies. Now i have been working on this and searchign about it for weeks now. Reading this write up: http://www.ef-honda.com/ben/Badidle.php , i'm still a bit confused. When i cover both holes the car dies. So in the writeup it says the iacv is to blame. so i am gonna take it all apart today to see what i see.

Besides vacuum leaks, which i have checked for, what else could be causing this? Has anybody fixed an iacv that acted like this ?

Took it off and cleaned it all up again. Let the car get up to temp then drove it. It was better at first, the idle dropped down when i put the clutch in to about 1100. The it started fluctuating from 11-1400 a little bit but still wasnt getting hung up at 1800. After 10 minutes of driving its back about the same place

yeap sounds like a bad iacv. have you checked your coolant level? make sure it's all bled out and that you engine temp sensor is good.
