Denver/Boulder area of Colorado has stricter emissions than rest of state - in Colorado Springs where I am, emissions testing will be ended next year - you shouldn't have a problem passing with B16

i dont think youll have much of a problem at all. as long as your b16 is running clean, they dont care. youll have to make sure you have a cat, but thats it. i used to live in longmont which is right by boulder, and i never had a problem passing. and they dont care about engine swaps either. you can have anything under the hood, and as long as you have a cat and you pass the tail pipe sniffer test, you are golden.

Yeah you shouldnt have a problem out here because my buddy has a Si Hatch W/ A OBD0 B16 and it passes just fine.
