Default Possesed RPM needle

I need help with two questions.
1)This is what happened. I filled my tank up with gas and as soon as I drove out of the gas station my car shut off. I restarted the car and the RPM needle was bouncing all over the place for a few seconds and then it was fine. A couple of days later i was driving on the highway when the needle started to act up. I pulled over in the shoulder and the car stalled out. Now my car does this everytime I drive it. I know it's a fuel problem but i don't know if it's just bad gas or something mechanical. I just changed the fuel filter yesterday and the O2 sensor last weekend. My dad said it could be electrical. I don't know? Can anybody help?

2)If i failed inspection for emissions, what would i need to fix.

Doesn't have anything to do with fuel. Go get a new ignition switch. The contact points have failed, when they overheat your car shuts off, bad ignition switch!

I already replaced the ignition switch along with the whole distributer, wires, plugs, and coil. The car runs as if its not getting any fuel to the engine.

Mine was doing the same thing and it was the hot cable in the Alternator that was loose.
