check your coolant level..sounds crazy, but can cause your IAC valve to act funny causing a weird idle, something like 800-1500 back and forth.
diffinately sounds like your iacv, take it off and clean the screen real good. if that doesn't work check all of your vaccum lines to make sure there's no leaks with them. also might want to check your ignitor as well.
on the front of your throttle body "middle, top" there is a brass screw with a screw driver slot.this is your idle screw.before removing it make sure you use a scribe and clean the slot out so you do not strip the slot.then take the air adjusting screw out and clean all the carbon off of it.and then put the screw back in and readjust your idle.
Heres a link explaining how to check for FITV (Fast Idle Thermo Valve) problems. Always good to bump that thread if you find it useful, for others' sake when they search.

**Note that this article uses pictures from a b16a motor, but the basic concept of what needs to be done is pretty simple to grasp for people who are even a little mechanically inclined.**
Hope this helps you.

i dont think that 90 1.6 has fitv i know that is a comin problem with b16 .the big white screw loosens up.
Above poster could be correct, I'm not sure personally. But wouldn't take 30 seconds to pop the hood and get a visual answer...all I'm saying is it wouldnt hurt to check. Otherwise, 90% of every honda/acura idle problem I've come across in my days wrenching has been vacuum related. Be it from FITV problems, cracked/dry rotted vacuum hoses, gasket leaks, etc. Just go over every vacuum line you see, make sure theres no obvious breaks/cracks/or completely missing lines and get back to us.
