1. Send the head to portflow... port and polish, portflow inner vlave springs ITR outers, portflow retainers, and their new ITR valves.
2. Rebuild the block. Maybe go with some CTR pistons or keep the p72 pistons and as a change to number 1 sel the gsr head and buy a B16A head and then send it to Portflow.
3.Cams. Everyone has their own preference. I for example happen to be a fan of Crower cams (yes despite all the horror stories), TODA and JUN also make very nice cams.
4. With what's left try to scrape together enough cash for an ITR or skunk intake manifold (definately a must) and get a JDM 4-1 header.
Just watch this board and hybrid for deals. For example I picked up an Exedy clutch off ebay last year for $150 brand new, chick needed to sell it fast and had it for a low buy now price. I picked it up within 15 minutes of her posting for auction. Just watch for deals, there are plenty out there.

LSD for tranny.. ITR LSD will fit a GSR tranny and can be had for $400 -500 used
lightweight flywheel will help revving and make the motor act like it has more displacement.
Cams, valvetrain, headporting and an ECU chipping. I would say do some research first and you can find a lot of info.. JUN and Skunk2 and Toda are favorites here for cams, but my favorite is JUN cams with a JUN ecu program.
do you have sticky tires? if not, GET SOME Azenis, S-03 or AO32R!
do you have good brakes? if not, email FASTBRAKES.com!!!!!

Assuming that he already has brakes and suspension done right, I'll have to say build your own custom turbo kit.
