Length is correct, but the collector is too large. You'll need to upgrade to a 2.5" cat or b-pipe in order for it to fit.

While I'm thinking about it, I think hmotorsonline has some JDM ITR cat's in stock for somewhere in the $100 range.

The USDM ITR header is just a cast manifold, nothing special about it whatsoever. I do believe the JDM cat will work nicely. I think it has the second O2 bung on it, but if it doesn't you can always have one welded on.

I just purchased the JDM ITR header and all i did was buy the flange for it. Havent installed it yet but it will change the 2.5>2.25 to fit my stock cat. Idk for $25 its much better than purchasing a new cat. plus my N1 is 2.25 anyway...

Then you're looking at restricting the flow of the exhaust and defeating the purpose of using the JDM ITR header altogether.

So what should i do then? Just purchase the 2.5 obx cat on ebay for $60? That would fit the header nicely but then it would be too big for the exhaust. Idk, not much experience with the header and what not, just learning as i go along.

Most 2.5" collector headers are designed to be used with a 60mm (2.36") exhaust along with a 2.5 inch cat. Consider getting a JDM ITR cat and then upgrading the exhaust to a 60mm or 2.5" later down the road.
