Where can i get the best deals on suspension, and other structural parts?
I am thinking coilovers, but i do not want to go to low. I just want it to be stiffer, body wise, and not so much spring wise. The roads i drive on are crap. So where are the best deals? Oh i have a 96 rs integra.

How much do you want to spend, and what kind of quality are you looking for. Most will recommend going with GC coils and Koni shocks.

Stiff body weak springs? Leave the suspension stock, and seam weld the chasis. A welder would be cheaper than most any decent suspension anyway, and you can charge friends for future work to get some of the costs back.
Personally, for rough roads, I'd just get a nice comptech rear swaybar (I love mine). Set to the stiffest setting with otherwise stock suspension, it removed the majority of my body roll, and provides a little lift throttle oversteer. Most any aftermarket springs will be stiffer than stock, and you want stiffer if you lower it to avoid bottoming out.
