Base Idle??

Base Idle??
I have a 92si Vtec and i have been trying to set my base idle. I have read up on how to set it. When i unplug the IACV the revs drop, but by adjusting the idle screw i cant seem to get it to the correct revs. Is the rev counter needle meant to move or do i have to get a reading from something else. Why would it not go to the right revs by adjusting the screw??
