You might have a leak on your brake booster, because what happens when you step on the brake, is that the brake booster opens a valve between it and the intake vacuum. This helps the driver to put force on the brake system. Inside the brake booster is a rubber diaphragm, and if it has no leak, air will not get inside the vacuum, but if it has a leak, air will be sucked inside the vacuum hose causing your air fuel mixture to become lean, thus lowering you idle since now you have a super lean air/fuel mixture. I hope I made sense, but to make sure that it is the brake booster, remove the brake booster hose, plug it up with something, a bolt or something, so air will not be able to get in it, then press the brake pedal. If the idle doesn't drop, then the brake booster needs to be repaired/replace. If the idle still drops, then the problem is somewhere else. Try this and see what happens and respond back with the results.
