Default Refinishing stock wheels

I just recently purchased a '93 accord ex sedan. I will be using it as my daily driver. I don't want to buy after market wheels because I don't want any unnecessary attention. Anyway, the wheels have some sort of "goo" stuck to the outside rim. I have tried every wheel cleaner I can find as well as differnet types of hard bristled brushes to no avail. I thought about stripping & painting them, but I want them to look stock. My question is if I use the airplane paint stripper, and possibly sanding to remove the clearcoat & "goo". Will I be able to just clear coat them to get them back to a stock looking finish?
