Whats is this called and what does it do?
It is called a bumper diffuser and is used to reduce drag by allowing air that would normally swirl in the rear bumper to pass through. This helps streamline the air current and increases trap speeds in drag competition.

There are no holes, thus it doesnt actually let air out. Its to prevent the rear bumper from acting like a parachute. Supposedly you gain MPG, but I dont know how it affects aerodynamics if you do it yourself.

yea its a diffuser, and they do definitely improve drag racing performance (and probably everything). One of these and a lip that was lower to the ground gave me .1 in the 1/4, and that's good enough for me! Mine was just holes in the bumper with no plate though.
Something that has been annoying me though...ITS NOT BILLET.
Billet means something was machined from a solid block of metal, like expensive engine mounts, or most shift ***** etc. NOT a sheet of sheet metal with holes punched in it, and such.
