Default Idling issues on Rebuilt motor

Ok heres the set-up
b18b block
pr3 OS pistons
b16a head
rev flat top vlaves
s2s1 cams
s2 manifold
jdm 4-1 header
345cc Prelude injectors
p28 with Hondata s200
Problem...Car wont idle and is throwing code 14 (IAC) which is plugged in and has been switched with a know working one. I need to get rid of the CEL and try to get it idling somewhat to get it tuned. Do you think that the injectors would be keeping it from idling? I added a resistor box.

Oh yea I need to figure this out by like tomorrow morning.. Getting tuned early Saturday.

Oh yea if I pull the vaccum line off the FPR and let the IM leak (not plug the line) the car will idle, just barely though..
stock fpr and no gauge...getting one tomorrow and installing before tuning trip

I really just want to get the damn CEL thing fixed...I can clear the ECU and it wont pop right back in..Just if I hold it at like 1-1.5K for a second or 2 then it will pop right back up..(code 14 that is)
