Although others may suggest spraying belt dressing on then, I don't advise it.
It was originally developed for v-belts, but improvements in the rubber compounds which now make up most belts have made it problamatic at best.
Being a spray stick-um, it does more to attract dust and dirt than permenetly quieting belts.
I suggest several ways.
1) Pick a spot on the belt eqa-distant from two pulleys and push against the belt. With reasonable force, it should deflect only about 1/2 to 3/4 inch (depending on length between pulleys.
2) Spray water on the belts with the engine running. If they are tight enough, you will hear no change. If they are too loose, they'll start squawking pretty good until they dry out.
Tighten as required

yea its does sound exactly like alternator noise (i refer to it as engine noise)

it goes higher as I accelerate to a higher speed.

DESERTHONDA....i can't open teh hood and find the noise...cuz it only comes as i drive away...if the car is just idling, they will not be any noise

The radio antenna for the '96 and '97 Accords really bite the big one if you get any distance from the radio station you're listening to.
The constant whine I listen to is the fuel pump when I'm in fringe areas.
Never had this problem with my '88

If it's alternator whine, then it could be one of two things. As P_Adams stated, the antenna can be a source of alternator whine. This is often a problem for those who have any aftermarket audio installed. Antenna cables, RCA cables, and other signal cables can act like an antenna, picking up your alternator noise by induction. This is usually fixed by spacing these cables from power sources accordingly, and/or correcting a ground if any of the two share a common ground point.

my system wire are fully spaced....the power cable runs along the driver side and all the rca's etc run along teh passenger side.

the ground i have in the spare tire area, i just sanded off an area and attached it there

i only hear this noise with the blower/fan is on either when i have it on heat, or a/c....if i just turn the fan on blowing the outside air...i dont get this noise
