Is it OBD-I? If it is you won't always get a code for the O2 sensor unless it doesn't work at all.

yeah they've been doing it a while..there are some counties that don't reqire a smog check.

What kind of ecu are you using?
Is there a obd-1 ZC ecu?
The gutterslide suggestions are good but the proper fuel and timing maps on the ecu are going to dictate whether you are rich or lean.
If you're ecu is dumping too much fuel, most anything you would normally try to improve emissions is going to be undone.

Well, I bought the car w/ the ZC w/ intentions to drop a d16z6/y8. but in order to title the car I need to get it inspected first. So far, it's an OBD 1 stock DX ecu, no mods that I can tell, Si tranny, header, stock replacement put on Sat, 2.25 exhaust, gonna replace the O2 tomorrow. Looks like the timing is set at stock, I thought about advancing it, but then Id be lean wouldn't I? If I retard it I may not pass HC or CO....I just need this thing to pass so I can get the title transfered, then I'll get the swap done....I only have 10 days to get it smogged.
Thanks for any help.

I think you need to do some research on title transfers.
What happens when people sell a nonrunning car or just a rolling chassis?
The title transfer still happens but there was no smog test because there was no running engine to test, right? If that ZC was "broken"...
Or maybe take possession with a bill of sale and start the z6/y8 swap...when its finished, do the smog/title transfer.

Have you thought about getting a chipped ecu? People do the p28 for pretty cheap these days.
The ZC owners typically use a PM6 program to pass emissions and than a PG7 or PM7 for their regular driving.
So get a PM6 map and put it in the P28. When you pass, change to a PG7 or PM7. I did something similar to this on my old mini-me. I put a P28 fuel/timing map in my PM6 custom .

Interesting...I may have to give all that a try. I still want a d16z6/y8...but good idea...
