Run the VIN through CarFax. It will tell you the model information for free.

tls have a "red" vtec logo on the black plastic engine cover...u could also tell the car is tl or tls by looking at the interior too...tls would have a tls shift ****...also the headrests for the tls is triangular shape with a see-through hole in the middle...and the gauge cluster is different too...

you can tell if it is a true TypeS or not by looking at the engine block for the engine code. TypeS is J32A2 and the Non-S has J32A1 check that and you'll know ;P

Some mimic the S cause it wasnt avai back in 99. The TLS came out in 02.

If you cant tell the difference without asking someone...you dont need to go buying the car by yourself anyways...theres some very obvious night and day differences that youd easily be able to see...the block code, the valve cover dust shield, emblems, interior (while people attempt to duplicate) will have different gauge cluster, tiptronic shifter ****, seats (front and back), body trim is different, wheels, rotors, i could keep going but i think you get the hint.
