Default Idle / ECU / Problems with jdm h22 in 94 coupe

Parts list:
94 civic coupe dx
stock dx harness and ran vtec/egr wires
p72 ecu, p13 ecu, p14 ecu, p75 ecu, p30 ecu
NO check engine lights


alright the car seems to run "ok" just no vtec of course with the p14 ecu but will not run with the p13. on the p13 it misses really really bad and your not even able to accel at all. on the p14 or any non-vtec ecu the car will run but wont idle and seems to miss across the range. was going to try a vtec controller but then i have a p13 that will be wasted and it wont idle right on any non-vtec ecu anyways..

Question is are the p13 and p14 ecus pinouts diff? Tried several diff. ecus thinking maybe one was bad but thats not the case.

yup timing is right but i dont see why that would effect one ecu but not the next?

seems to run alright kinda on any nonvtec ecu but has alot of issues with a vtec ecu, chipped or stock
