He shouldn't have to do that if his lug nuts are torqued down correctly.
I tossed those little buggers awhile back.
What do your pads look like elnene? How much life is left on them and or have you noticed a squeal recently? It's possible a stone got between the pad and rotor, it's also possible that it's time for new pads and rotors.
How bout a few pics?

I got like 50% left on my pads what will a stone between the pad and the rotor do?
have no cam so.... is your rotor suppose to be able to move around back and forth?

If the rotor set screws are there, no. If you don't have the rotor set screws on, yes, it will move around - but that's because you took off the wheel and lug nuts, which hold the rotor down when they're back on.

I'm sure Ken can find a pic.
But they're little screws with a + for a phillips head between the rotors. If you have 2 to 4 smaller holes in the rotor hat that aren't filled by lugs or those types of screws, sounds like they're missing.
All they do is hold the rotor on when the wheels aren't torqued on. For alot of us they go right into the trash bin.

Ok 2 screws screwed into 2 holes and your rotor is wobbling around? Sounds like other issues. Does the rotor hit anything? Is the caliper attached? Where are you seeing play, in the rotor itself or the whole assembly?
Is this on an R, if so what year and what if any mods have you done to the brakes?

Here is a diagram of the hub assembly. The rotor screws are item #26.

As 1GreyTeg said, you do not need those two, Phillips head screws.

If the screws are in the rotor and its still wobbling around than something isnt right. Do you still have the caliper on? If not, take it off and see whats going on.

yea if you have those two rotor screws on, and you can see that they are not broken and just stuck on the rotor, and you may have some hub problems,
try this.. put your rim back on, and bolt it down, and see if the wheel moves from side to side... if it does your hub is messed up and loose somehow...
so i say you have a hub issue .. maybe your bearing is fried?
you need to get a phone camera or a digi cam bud....
