I believe there's a VTEC speed governor in the ECU... at least there is for OBDI. Won't turn on below a certain MPH.

depends on your tire size. if your tires are smaller than stock on that car or possibly if you're using the wrong VSS it may be seeing the wrong speed.

why do you want to hit Vtec in first gear anyway?

am using a honda vss and ive tried replacing the vss too..... in first gear when the vtec kicks in @ 7200 i end up getting **** loads of wheel spin.. had there been NO vtec in first at all it wud take ages to climb upto 8000 rpms

i did an auto to stick swap and before with the auto tranny it was all good...i also changed the cylinder head with a manual tranny b16a cuz of the cam specs..the auto ones being less aggressive with a wider LSA.

I would say try different ECU's, clean VTEC solenoid, check oil, ect.

Then it wouldn't consistently happen in 1st gear only. I'm with the others that say the speed sensor is sending things to the ECU wrong. Check the speed sensor (there should be a test in the FSM). Also, what speed are you going at 7200rpm in 1st?
