Are B16 and B18 timing pulleys (the one on the crankshaft) the same?

I'm putting together a Dart tall-deck motor and I can't get everything to line up. At TDC the cams are both 3 degrees off. The guy who built the short block put the head and cams on it to clay it, and he said they lined up correctly. He took the head off of it to ship it and I put it back on at my house. I've put heads on B-series motors at least half a dozen times, so I am familiar with what to do, and I've been over and over this one, I just can't find anything wrong. The only thing that I can think of that he did differently is using a B18 crank pulley for the timing belt, where I only have a B16 pulley. Are the B16 and B18 pulleys the same or different?
