Odd whining noise.
Well i have been hearing this whining noise coming from my engine bay for a couple of days...i figured it was one of the belts too tight but after inspection i'm almost 100% sure its not a belt or one of the accessory pumps yet it is coming from that area of the engine bay. I guess my question is..could the whining be coming from the water pump or maybe the oil pump? I have never had one go out so i dont know if they give off any warning signs or anything before they go out. Thanks.
Could be the timing belt tensioner. The oil pump will never make noise and the water pump is usually spraying coolant everywhere when they start making noise.

Probably replace it.Its not big bucks and you need to remove it to check it right. Its good to replace it when you do a timing belt but that doesn't always happen.
