Default Driver's-Side window stuck

I have a 97 Accord EX, and the driver's side and I'm having trouble with my driver's side window.

I's about .5 inches away from the seal, and it won't go up any higher than that. I think it will go down, but I'm not 100 per cent sure, because it won't go back up after that (1/5 inch open is better than 100% open).
It looks like a cable is snagged in the bottom seal of the window, but I can't really tell that well.

When you take off the door panel, there's 2 layers of metal. The backing, and then the one that protrudes out a couple of inches. I can't get my hand between them, and still manage to work. If I remember correctly, they're both welded together. However, if I'm wrong and they're not, is there any way to remove the protruding one, to see exactly what the problem is?

Maybe the window is off the rail, because if you start to put it down at all, the window gets crooked.

Any suggestions of what the problem is and how to fix it would be greatly appreciated.
