a ? for the jdm guys

so i'm browsing around the password jdm site looking at the ek 99-00 ctr headlights. and the add/text whatever you want to call it mentions city lights. so someone please explain to me what city lights are. are they just sidemarkers or what?

daytime running lights. your headlights are on, but usually not a bright as if you were to switch them on. all canadian cars come with this also.
