If you want to forever scr..w yourself with State Inspections, and swear & curse whenever you get pulled over for a loud exhaust; go ahead and remove the converter.
Save yourself the grief and have it hung properly. You'll gain nothing by removing it.

If your Catalytic converter is dragging with only a mild drop, then something else is wrong. Make sure your exhaust is installed correctly.

Also, correct spelling and grammar help immensely when asking for help.

I'm quite sure that your friends have your best interests in mind with regards to this; but I'm also quite sure they're not going to be there when it comes time to pay the "man" for a roadside inspection failure.

And the operative word with regards to converters clogging is "IF". The VAST majority of converters never fail, let alone clog.

I'm pretty sure that the Great State of Kentucky mirrors the other 49 states with regards to Emissions laws whereas they use the formula (no converter = no sticker = no drive).

That is (of course) assuming you're not running "shine" down from the hills (trying to do a "Junior Johnson")
