dual point wont pass 5200rpm when it was 6400 rpm. Y?

Default dual point wont pass 5200rpm when it was 6400 rpm. Y?

i put a short ram intake i my car and it made my car run really shitty, so i reset the ECU now its running like normal. In a dual point motor there are two butterflies i toke the one that does not open all the way up out for more air flow. My boy did that to his civic and his car ran really good. I did it to my car and it run like **** and it wouldn't let my car pass 5200rp, on second gear only. should i have reset my ECU again? Also i had no oil in the car i had about 2 quarts in the whole pan, but i changed my oil yesterday so its full now. Do you thnk that it wouldn't let my car get the air flow it was askig for because i was't burning enough oil?? HELP

Put the flap back and see if the problem goes away...then look at other areas for a potential problems.
