Rev problem need help

Default Rev problem need help

I have the 87 Accord for those who do not know me.Here is the problem,my car will not rev pass 7500. At first I thougth it was valve float. So I got valves,springs,and retainers installed them and still have the same problem. On the dyno we added and took out fuel still no luck. I got a new head and cam with alot of head work and a web cam for turbo application,so we put the new head on and the car would not rev pass 6000 with the old cam and new cam. We tried everything on the dyno added and taking out fuel still no luck. Someone said take the exhaust housing on the turbo was too small so I got a new exhaust housing and still have the same problem no revs.I have a 3.5 inch exhaust so that isn't the problem either.I was thinking since I have a 12 valve motor,2 intake 1 exhaust,maybe the exhaust valve is not leting the exhaust gases out.Maybe I should get over sized exhaust valves.Does an one have some imput in to this problem and do you think this would help the problem.I am a wit's end,until T build my new motor,but I would like to put the new head and cam and make more power and run low 10's or maybe 9's. HELP PLEASE!!!!!!!!!
