if the upper and lower radiator hoses are hot it means the thermostat is still good right? or is there other ways to tell/check?

If you're car's overheating, the thermostat's gone.

Just pull the thing and put it in hot water and test the opening temp. Then check and see if that's within spec.

Or spend a few bucks and replace it anyways.
