What is 4WS?
Four-wheel steering was an option in the US on some 3rd gens and 4th gens, where the rear wheels steered either with or opposite the front wheels. Really cool stuff, I have no idea why nobody in the US took an interest in it.
Your Tein springs are compatible with 4WS cars, that's all.

The reason I heard (and makes sense) is that it was VERY expensive. The 4WS Si was around $23K. For that much you could get a VTEC model. It was an expensive car compared to its competition too.
4WS is cool and fun. VTEC with 4WS is even better.
I do wish the rear wheels turned a little more at full turn.
