Default holes in throttle body has to do with iacv problem

i read somewhere that u can check a honda's idle by testing the holes in the throttle body, one of the ways in which was to warm the car up to its running temperature and cover both of the holes, and if the car sputters and dies then u have a iacv problem, is this right? i just want to be sure before buying a $200 honda part
