Another Prelude failing emissions testing...HELP!

Another Prelude failing emissions testing...HELP!
Hi guys, the 92 prelude I just bought failed emissions testing....here's the results:
HC: Reading = 1126 PPM. Limit = 220. FAIL
CO: Reading = 0.42 %. Limit = 1.20. PASS
CO2: Reading = 6.78 %.
In a electronic injection engine of this year and age, with 180,000 miles on the clock....anyway know of why or how this would happen? Thanks in advance!
