Where does that lil hose I got the arrows pointing at plug into?

I have a weird idle its drops sometimes kinda low where does this go into grrrr help

 

my brother doesn't use it on his b16 swap. he has a good idle.

don't remember if there is a holt to the intake manifold under it....if there is it will need to be plugged!
