both at the same time.

chipped ecu to start off with a better basemap, and the vafc to fine tune.

but yes, if you are starting off with a stock ecu, you might as well just go hondata.

If by "chipped P28" you mean a P28 that has been set up to run a chip burned via Uberdata or a similar application, then that is my recommendation. Of course, that is assuming that the chip you install is one that has been properly tuned.
