91 honda accord motor in a 94 accord
not sure why you'd want to take a step back, as a 1991 honda accord motor will likely have less horsepower.
are you sure you don't mean a 1994 engine into a 1991 accord shell? that would make a little more sense, as you'd be getting a slight horsepower gain.

Maybe he has a f22a sitting around, and he has a 5th gen shell sitting around.

by emissions standards, if you swap a motor into the car that is older than the model year of the vehicle, thats illegal. Motor has to be newer than the vehicle its going into.
im pretty sure they are strict on this in cali, dont know about the rest of the US.
if youre buying the motor i suggest getting a newer one, but if you have it laying around, or in a donor car... the swap should be relatively simple. the only thing you should have to worry about is the OBD wiring. IIRC 90-92 accord are OBD0, and 93 is the first year accords are OBD1, until 96 when they went OBD2.

IF you swap in the '91 long block assembly (block & head) but use the manifolds, dist and emissions items from the '94, no one will know the difference. (and it will pass muster every time.
